520 |a This report reviews the activities of the Administration, the Congress, and the Council in response to the learning needs of adults and community groups, and to the developmental needs of postsecondary institutions. The report focuses on activities and/or legislation surrounding five major issues: (1) removal of arbitrary barriers to participation in continuing education, (2) encouragement to institutions of higher education to offer activities and services appropriate to the special needs of adults, (3) improvement of the capability of colleges and universities to meet their public service responsibilities, (4) stimulation of more effective and widespread use of existing public and private learning resources for the solution of community problems and for the development of new learning opportunities for adults not adequately served by existing programs, and (5) development of a coherent federal role in support of community service and continuing education as an alternative to the "Ad Hoc" decision making which has created discrete and often overlapping federal programs.
