| 520 | |a The hearings contain an interim report on federal paperwork in the area of education by the Commission on Federal Paperwork. The commission's mandate was to develop ways of reducing paperwork associated with federal information demands while recognizing legitimate program planning and administration data needs. The commission examined the testimony of many witnesses at its hearings, reviewed letters, interviewed Congressional committee and agency staffs, and analyzed a substantial number of hearing records, government reports, and special studies. Two major respondent groups devoted special efforts to supply information about current reporting requirements; indepth studies were made at two institutions of higher education; and a task force studied federal reporting requirements for institutions of higher education and made recommendations for their consolidation. Problems selected are discussed from the standpoint of grants and contracts, student financial aid, nondiscrimination, and management controls. In each of these areas, salient problems are stated, analyzed, and recommendations are made. The next section contains a prepared statement from Carolyn Warner, Superintendent of Arizona State Department of Education, explaining how federal paperwork has been reduced by almost 60 percent in Arizona. The final section of the hearings contains testimony and prepared statements from several members of Congress and a number of individuals representing schools and organizations. (MLF) | ||
