A review of Canada's dependence on foreign-trained university graduates indicates that almost 20 percent of Canadian university graduates obtained their degrees abroad and that about 60 percent of doctoral graduates obtained their degrees abroad. The number of Canadians studying abroad declined from nearly 16,000 during the 1960s to around 10,000 by the mid-seventies, but this number has begun growing again. About 75 percent of these Canadians are studying in the U.S., with most of the remainder in either British or French universities. There was a marked growth in the number of foreign students admitted to Canada between 1973 and 1976, but the number declined in 1977. Foreign students constituted about 5.3 percent of total full- and part-time university enrollment in 1977-1978 and significantly higher percentages at the masters and doctoral levels. The percentage of foreign students attending Canadian educational institutions who come from the U.S. declined between 1973 and 1977, while the proportion from Hong Kong and from underdeveloped countries had increased substantially. Data are presented on the geographic distribution of foreign students in Canada, on their level and place of study, and on their geographic origin.
