This paper reviews the sources of revenue for education, focusing on the relative importance of federal, state, and local funding, and provides an overview of state education aid. The state's commitment to the public schools accounted for over 40 percent of spending at the local level, whereas at the state level, state aid for the public schools accounted for over 30 percent of state expenditures funded from general tax dollars. Some of the policy goals guiding state aid, a brief history of state education aid, and an overview of the various approaches Maryland uses to distribute education aid are highlighted. The report describes expenditures and those factors contributing to spending differences among school systems. Each section of the report provides an examination of trends over a period of years so as to supply historical perspective. An appendix provides a program-by-program description of many of Maryland's education aid programs, including the state's compensatory aid formula, teachers' retirement, school bus transportation grants, and special-education grants.
