This report discusses the need for school modernization assistance, the impact of inadequate school facilities on student learning, school construction planning to receive construction bond allocations, and examples of ways modernization bonds help schools. It concludes with a summary of the Forum on School Construction and Modernization held on April 8, 1998, in Phoenix, Arizona. Forum participants discuss the following questions: why it is important to build, repair, and modernize schools; and whether there are successful stories where buildings have been remodeled or constructed that are making a difference in the way children learn.
