| Summary: | This document outlines the five-year Library Services and Technology Act (LSTA) plan for the state of Iowa. The background of library services in Iowa is outlined, followed by the development of the Five-Year Plan. The new federal legislation authorizing LSTA offered Iowa an opportunity to (1) re-examine the strengths of Iowa libraries and what is needed to reach the above vision for Iowans; (2) consider the accomplishments and lessons of the past; (3) envision new goals; and (4) position libraries to meet the future demands of Iowa residents for responsive, high quality library service. Conclusions from focus groups cover: current external environment in Iowa, strengths and challenges of Iowa's library community, decision making principles, and identified goals. Four major needs for the state's libraries are: (1) expanded access to information and materials; (2) knowledgeable and well-trained library staff, public library trustees and library users; (3) better focus and utilization of services through increased resource sharing and partnerships; and (4) continued State Library leadership, programs and services. LSTA goals for Iowa are: (1) to provide all Iowans with expanded access to information and materials through the State of Iowa Libraries Online (SILO) network; (2) to improve library service to Iowans through knowledgeable, well-trained staff and well-informed public library trustees and library users; (3) to meet Iowans' increasing demand for information and library services by identifying and encouraging resource sharing and partnerships; and (4) to provide state level leadership and services to accomplish the LSTA Five-Year Plan. Also described are procedures to carry out the activities; methodology that the state library administrative agency will use to evaluate the success of the activities in meeting the goals and priorities; the plan for expenditure of 4% allowed for State library agency administrative cost; procedures that will be used to involve libraries and library users throughout the state in policy decisions regarding implementation of the plan; and assurances.(AEF) |
