The report includes explanations of how candidate institutions were identified and chosen, a discussion of data gathering techniques used, a list of procedures used to identify and examine 107 "exemplar" institutions, and the processes used for selecting 21 of these institutions for further in-depth case study analyses. Observations and recommendations regarding case study methodology and specific areas of assessment are also provided. (Author/MER)
