Described first is the relationship of the process of determining where information can be found to the entire needs assessment process. Next concepts and processes are set forth for locating representative authority groups from institutions and associations as well as independent individual authorities. Following a discussion of the concept of target population, basic steps are provided for identifying and describing a representative sample of the target population for a needs assessment.
