Summary:Seven background papers prepared by the California Postsecondary Education Commission on student charges, student financial aid, and access to postsecondary education are presented. These papers provide information for discussions prior to the Commission's response to Assembly Concurrent Resolution number 81. Topics are as follows: the authority that can set student fees in California public postsecondary institutions; fee amounts; changes in and impacts of tuition, admissions requirements, and financial aid policy at the City University of New York in 1975-1976; evidence about the impact of fees and other variables on the demand for higher education; assessing the impact of student charges on enrollment and financial aid; alternative policies for setting student charges; the Master Plan for Higher Education in California, 1960-1975; California's multifaceted approach to the provision of access to undergraduate education since 1960; the provision of special services to disadvantaged groups to enhance their access to higher education; sources of funds for California's colleges and universities; the role of state funds in financing postsecondary education and trends in financing; and issues that pose problems for state finance.
