Summary:This handbook describes the basic principles and methods of organization and planning which may be used by a staff when initiating a guidance program in the elementary schools. The need for guidance at the elementary school level is considered from the standpoint of the child, the parents, the principal, and the teachers. Basic objectives which meet these needs are presented, and the establishment of services to achieve stated goals are discussed. The role and function of involved personnel are presented along with suggestions for facilities and budgetary recommendations. A comprehensive bibliography related to the rationale for and organization of an elementary guidance program is included. (rm)
