Vancouver island has transportation difficulties, a markedly uneven population, and special problems in forestry exploitation. Population growth on the island has been great and school enrollment has increased accordingly. For these reasons, residences are essential, new concepts such as "weekend courses" should be implemented, and a branch campus is needed. An estimated minimum enrollment of 650 students refers to full-time students only and assumes no reduction in the number attending 4-year institutions. A possible maximum enrollment in the first year is 1,200. A four-program comprehensive approach to the basic curriculum is proposed--academic, college, technical, and developmental. The consensus favors relatively small fees, but scholarships and free books are also proposed. Reports on student and community surveys, finances, and future plans are included. (hs)
