520 |a This paper presents information on the need for the development of a variety of additional services to enable out-of-school, unemployed, retarded youth to become better prepared for their responsibilities to the community. Different groups of retarded persons are discussed, and a rationale for needed services is suggested. Reports from 19 states and the District of Columbia are used to describe programs and program goals for rural youth. The three major problems that must be squarely faced to expedite local programs and services are--transportation, facilities with residential centers, and qualified staff to man the programs. Recommendations made for organizing local action include the need for mobile residential units, more creative use of existing facilities, increases in voluntary and governmental resources, more pilot projects, and a new approach to the establishment of rural Peace Corps. This paper was prepared for presentation at the national conference on problems of rural youth in a changing environment (September 1963). (author)
