The new goal set by the U.S. Office of Education's compliance section, the office of civil rights, is to end the dual school system in the south by 1969. Many civil rights workers contend that the new deadline is a delaying tactic by the government and that the negro community is rapidly becoming disenchanted with the government's desegregation efforts. In contrast, federal spokesmen feel that "remarkable progress" toward desegregation has been made and that southern schoolmen have shifted from defiance to compliance. The article also discusses the office of education's new regulations for the termination of funds from school districts which do not comply with the guidelines.
