Summary:The objective of this study was to identify and describe problems experienced by public school systems in increasing utilization of instructional television (ITV) subsystems. Study effort was focused on systemic resistances: interacting characteristics of the school system's organizational structures and functions, including the ITV subsystem, which prevent or retard increased utilization of ITV. The experiences of school systems in coping with these problems also were examined as a source of information for future strategies of optimizing ITV utilization. In addition to an intensive literature review and consultation with recognized leaders in public education, educational innovation, and ITV research, site visits were made to nine school systems utilizing ITV. Intensive case studies were made at two of these school systems. (Author)
