Students would apply for loans and these would be administered by the Higher Education Finance Corporation. Over a ten-year period, loans would be paid back by the graduate and his employer through a surtax on his income when it reaches a reasonably affluent level. A model describes how the loan fund would become revolving within ten years, or when the first group of borrowers' loans are due for repayment. (RC) | ||
