Summary:The range and nature of the community college trustees' responsibilities are examined in this report. The wide variety found nationwide in selection criteria, terms of service, and composition of these boards is initially discussed, followed by an examination of board representation, the necessity for it to reflect its constituents' needs and interests, and the problems it faces in becoming more representative. Next, board responsibilities for selecting the college president, holding him accountable for observable performance, adopting and revising policy, attending to financial matters and external affairs, and formulating college goals are considered. Then, board relationships with the president, faculty and staff, students, and governmental bodies are studied. Finally, board committees, capital development, fiscal programs, and negotiations with faculty and staff are treated. (JO)
