Summary:The management of education is an increasingly important consideration throughout the nation. Tested management concepts and systems are needed for vocational and technical education to efficiently resolve the complex problems of: (1) policy development, (2) planning, (3) provision and utilization of facilities and equipment, (4) budgeting and finance, (5) staffing, (6) pupil-personnel services, (7) evaluation, and (8) student-school-community-industry relations. This publication should assist in identifying substantive problems, methodological approaches, alternative solutions, and needed research and development in the areas of data and management systems, subsystems, and procedures. With emphasis given to synthesis and demonstration of concepts, major sections of the paper are devoted to: (1) Theory of Systems, (2) PPBS: A Management Subsystem, (3) Management Information Systems, (4) Management Techniques and Related Tools, and (5) Training of Administrators and Needed Research.
