The planning and development stages of these three projects are discussed, pointing out the procedures, activities, and elements of each that appear particularly significant to its success. A checklist of items necessary in the development of a new instructional program using television classifies under four phases those components necessary for success. A general model is described that synthesizes the successful components in the preplanning, planning, promotion, production, operations, and evaluation stages, and gives a comparison of costs. (JY)
