Summary:The outline presented is an evaluation model which spells out guidelines for conducting an evaluation of special education programs and services. The guidelines define the duties of a full-time project coordinator or administrator, who provides the leadership for all the plans and procedures developed to conduct the evaluation. His responsibilities concerning such items as budgeting, preparation of materials, arranging for and instructing consultants, and coordinating evaluation results are listed for four phases of the evaluation process. Appended is an evaluation check list for rating programs and services for handicapped children on their organization, nature of offerings, physical facilities, staff, instructional activities, instructional materials, methods of evaluation, and results.
