Summary:The purpose of this work is to provide a conceptual framework applicable to most decisionmaking systems and to propose a set of propositions drawing together work from diverse fields concerned with political behavior. In the first chapter, key concepts are distinguished and the literature bearing on the relationships among those concepts are reviewed. In the second chapter, pilot data collected from four colleges are summarized. These pilot data serve to sharpen the relationships suggested in Chapter I and to add several new concepts. In the third chapter, the relationships discussed are formalized into a set of propositions. The final chapter suggests the utility of this work for future research, policy analysis, and theory development. (Author)
