Summary:This document presents a method of determining the best location for a potential satellite campus by predetermining the population characteristics of its potential students. The question is approached as a marketing problem with a geographical orietation. The test site for this project was Pierce College in the Los Angeles Comunity College District. The researcher chose to employ a geographically based information system with nationwide availability: the GBF/DIME technology developed by the U. S. Census Bureau. The foundation of this system is a computerized map of the urban area under consideration, referred to as a DIME file (Dual Independent Map Encoding), the technique by which this basic file is created. A Delphi technique was used to question 15 Pierce College policymakers about the importance of each student characteristic variable. They were asked to list as many population characteristics as they could to describe the student groups to be served by the new educational facility. Tabulated responses and a copy of the author's first report were then sent to each participant for review and further suggestions. After two iterations of the administration of the instrument, a substantial amount of convergence as to item importance was evidenced. (DC)
