Summary: | It is fundamental in planning to see why and how expenditures on education should be limited and related to other priorities as part of economic and social planning. Integration of education with economic needs involves three elements. First, the identification of the general limits on educational expansion in the economic development planning context. Second, consideration of some of the requirements for economic development. Third, the application of the principle of selection of priorities to the educational system itself as part of economic and social planning. In order that the limited resources available to education should be well spent in relation to economic development, educational planning should consider (1) the integration of primary education with adequate measures for postprimary training as part of rural development; (2) the change and expansion of secondary and higher education in relation to future employment possibilities; (3) the creation of a mass approach to nonformal education whereby those who are working are also learning; (4) the territorial location of educational effort so as to contribute most to other types of development planning; and (5) the unit costs and the efficiency of the educational system.
