It examines the many facets of the question, "What is the 'case' for considering education for all adults a public good and, therefore, an appropriate object of public policy and funding?" in perspective with other social concerns. It recognizes the need for increased public funding if opportunities for lifelong learning issues in the years ahead will be: Who will be funded? For what? How? How much? time for New York State to set as a policy objective the elimination of financial barriers to access to lifelong learning opportunities for all adults. Central public issues in the years ahead will be: Who will be funded? For what? How much? Some alternative Means of providing public funds to support adult education are discussed: (1) State financing of leadership positions, (2) State financing of information and counseling services, (3) State aid to institutions for adult students, (4) institutional incentive grants, (5) extensions of State aid to part-time and non-credit students, (6) entitlement approach, and (7) tax incentives.
