520 |a Presented is an operational, comprehensive plan for measuring a Competency Based Teacher Education (CBTE) program. This assessment and evaluation system is a part of the competency-based program of Vocational and Applied Arts Education (VAE). Its seven major goals are: (1) to provide objective public measures for each performance objective in the program; (2) to provide for field assessment of intern teachers and pre-interns using classroom teachers as the primary evaluators; (3) to identify student skill deficiencies prior to instruction; (4) to provide means by which students can be exempt from unneeded instruction; (5) to provide means by which student reactions can be systematically gathered for use in revising instruction and instructional materials; (6) to provide means by which data can be collected to give direction for program revision and improvement; and (7) to determine the effects of the program upon the graduates' teaching and upon their pupils. The assessment and evaluation system is perceived as the most crucial aspect of CBTE. Procedures for determining test reliability, test item validity instruments, a pre-intern field experience check list, data collection instruments and reports available from the Assessment Data Bank are appended.
