Working in the first MHD stability regime for tokamaks, the approach adheres to the recently discovered maximum beta limit. An appropriate figure of merit is the ratio of the fusion power to absorbed RF power. Efficient devices are feasible at both small and large values of fusion power, thereby pointing to a development path for an attractive commercial fusion reactor.
