520 3 |a The Washington Energy Extension Service Finance Program was commissioned for the overall purpose of facilitating and assessing the development of energy-related loan policies by financial institutions. Explicit objectives of the project are to: identify financial problems of small energy consumers in the domestic installation of energy-saving technologies; identify the financial options currently available in the State of Washington; and in concert with the financial institutions of the state, develop and analyze recommended additional programs which will benefit both consumers and financial institutions. This final report of the WEES Finance Program extends the rate-of-return analysis to include the overall required rates of return necessary to justify various commercial bank functional activities; with judicious implementation, this methodology can be a substitute for the subjective risk-assessment techniques currently utilized in the commercial banking sector. This report also considers changes that have occurred in the development of financial options related to energy-conservation measures.
