Summary:This report describes a cohort of first-grade students from the Baltimore City Public School System (BCPSS). Specifically, we follow the 9,176 students who were first-graders in the district in 1999-00 for seven years. We learn much about patterns of promotion and retention, mobility within BCPSS, transfer out of BCPSS, attendance, and achievement. Only by having a thorough understanding of recent outcomes and processes can those concerned with the educational well-being of students in the present and future plan strategically and effectively. The authors offer this descriptive report with the hope that educational successes from the past can be replicated and built upon while educational struggles can be addressed and overcome. The report includes an appendix containing information concerning the differences in number of cases between the pathways figures and attendance analyses, and cases of institutionalization.
