520 3 |a References are often made by planners and policymakers regarding water availability for energy and other purposes. Frequently, however, judgments are biased by an environmental perception of an ubiquitously water-rich eastern United States. The county-level approach presented reduces the areal size of the analysis units to a point where the general assumption of equal availability anywhere within a unit is tenable. This not only produces a more accurate means for determining the regional impacts of projected water-use futures, but also may provide a guide for siting of individual facilities and evaluating alternative siting patterns that would minimize negative water resource impacts.
