The speech, a single paragraph, introduces "To the King's most excellent Majesty. The humble petition and advice of the Lords undernamed; peers of the realm", which is signed by [James Scott, Duke of] Monmouth and 15 others. Both protest Parliament's meeting at Oxford or other places distant from London.
