By His Excellency Sir William Howe, K.B. general and commander in chief &c. &c. &c. Proclamation [microform] : For the suppression of vice and immorality, and to prevent the disorders and mischiefs which may happen in the army, and among the inhabitants of the city of Philadelphia ... I do hereby order and direct, that no person or persons whatever shall keep any public inn, tavern, ale-house, tipling-house or dram-shop, or sell any rum or spirits ... unless such person shall have first obtained ... a permit or licence.
