Landing emigrants in violation of contract-labor laws. Letter from the Acting Secretary of the Treasury, inclosing a letter from the collector of the port of New York, and certain other papers, in reply to the resolution of the House of Representatives inquiring into the action of the Cunard Steamship Company refusing to obey the order of the officers of the United States to give return-passage to certain emigrants landed at New York by said company in violation of the contract labor laws; and also looking to a thorough enforcement by the Department of the laws prohibiting the importation and migration of foreigners and aliens under contract or agreement to perform labor in the United States.
