Summary: | This document examines selected issues related to collaboration between the welfare and work force development systems under the Temporary Assistance for Needy Families (TANF) program, Welfare-to-Work grant program, and Workforce Investment Act of 1998 (WIA). The document begins with a brief overview of how recent policy developments have created new opportunities for state and local agencies to revisit how they administer and deliver employment-related and support services for TANF recipients. Section 2 discusses the following policy and program issues: (1) ways federal legislation have affected collaboration between the welfare and work force systems; (2) ways available funds can be used to provide coordinated or integrated services; (3) ways collaboration can benefit welfare and work force development agencies and clients; (4) challenges facing welfare and work force development agencies attempting to collaborate; and (5) factors and activities facilitating collaboration between welfare and work force development agencies. Section 3 reviews the findings of research on interagency collaboration under the TANF program, Welfare-to-Work grant program, and WIA. Section 4 profiles innovative models for integrating and coordinating welfare and work force development systems in four states and two counties.
