Summary:The Concerns Based Acceptance Model (CBAM) has been a key element in developing and assessing the implementation of science and mathematics programs over the past 20 years. CBAM provides an organized approach to assessing where people stand as they learn about, and accept, changes in organizations. This study examined the status of the adoption of Alaska and Anchorage Standards and Benchmarks in the secondary schools of the Anchorage School District. Curriculum coordinators collected data in all secondary schools after a review of both the CBAM process and an evaluation instrument adapted to focus on the implementation of a standards-based approach. The CBAM approach allows the characterization of the acceptance of an innovation based on concerns that participants express in natural conversation. The picture provided by the CBAM process shows that the overall status of the Anchorage District places the programs in the third and fourth stages of adopting a standards-based system. The district is well beyond the informational stages and is now struggling with collaboration, assessment strategies, integration of lessons, and curriculum.
