Summary:This case study describes the Center for Distance Learning (CDL) from the viewpoint of a visitor from the Open University in Great Britain who served as CDL director during 1980/1981. The area, population, economy. and communications of New York State are profiled, as well as the structure of its educational system, including higher education. Origins of the CDL are discussed as it evolved within the context of Empire State College, which was founded in 1971 to provide new educational opportunities for New York residents and to make higher education available to a wider, more diverse student population by using alternative, innovative instructional methods. Additional sections provide information on the students, faculty, academic programs (degree-program planning and curriculum/courses), course design and production, delivery system, student support services, evaluation, student administration and progress, organization and decision making, and cost structure. Conclusions note the increasing number of CDL students and discuss some additional staff problems. Included are an 18-item reference list, Empire State College location map, CDL headcount and full time equivalent enrollment data, and sample student forms. (LMM)
