An introduction outlines issues and problems related to the assessment of learning disabilities and provides a rationale for the importance of consistency in learning disability determination. Basic procedures are recommended to ensure an effective identification process in the areas of prereferral guidelines, evaluation procedures, assessment of ability level, assessment of achievement, determination of discrepancy, exclusionary factors, and 3-year re-evaluations and exit criteria. Appendixes include a discussion of the technical adequacy of evaluation instruments and an evaluation checklist as well as elaborations meant to clarify the guidelines given in the text (e.g., pre-referral elaborations, achievement elaborations, etc.).
