Summary:The purpose of this handbook is to examine the statutory and regulatory requirements of Public Law 94-142, the Education for All Handicapped Children Act, and to outline various administrative responsibilities of local educational agencies relative to the successful implementation of the act. Four specific goals are listed: (1) to inform public school administrators of the statutory and regulatory requirements of the act, (2) to identify critical issues and describe possible problem areas, (3) to describe the effect that the act could have on organizational structure and operations, and (4) to examine the effect that the act could have on administrative decision-making and evaluation of criteria for program effectiveness. Divided into seven chapters, the book discusses some of the following: the history of P.L. 94-142, local educational agency applications for federal funds, the least restrictive environment in which to educate the handicapped, procedural due process requirements, the requirement for individualized education programs, and personnel development requirements. The book concludes that all segments of society, not just the public schools, must change to accommodate the handicapped. (Author/LD)
