Summary: | The adult advocates study attempted to determine what counseling services for out-of-school youth and adults are available nationally in operational centers and to observe the practices of the centers in order to ascertain the degree to which individuals are helped through transition periods. The main components of the counseling centers are (1) to present labor market information; (2) to help interpret information; (3) to help the person examine attitudes, interests, and values; and (4) to provide information regarding education and training. Among the counseling centers discovered were those in community colleges, libraries, self-help groups, community based organizations, computer programs, and network organizations. Funding, marketing, and evaluation were consistantly reported to be the main problems encountered by the counseling centers. In addition, the findings indicate that the adult advocate will have to be a composite of the learning consultant, labor market intermediary, and personal counselor.
