Summary:The goals of this Pennsylvania Public Television Network (PPTN) project were to define target audiences, assess program impact, and utilize this information in making programming and promotion decisions. This audience research study was originally conceived as a 3-step program: (1) ascertaining audience size and composition, (2) characterizing and analyzing the attitudinal viewing behavior of viewers and non-viewers, and (3) completing a full scale survey of viewers to follow the pilot test and lead to a comprehensive profile of state viewers. This paper outlines the last step in the 3-phase plan. It explains project objectives and accomplishments, statewide and individual viewing trends, and capacity building. A discussion of the Pennsylvania Audience Research System (PARS) and ratings and trends for the pilot show PENNSYLVANIA are included. (Author/MER)
