Summarized are each of these organizations' authoritative roles and fiscal responsibilities. Other federal, state, and local agencies that have varying amounts of authority over elements of community college operation include: (1) the Environmental Protection Agency; (2) the Federal Emergency Management Authority; (3) the Seismic Safety Commission; (4) the California Compensation Insurance Fund; (5) the Social Security Administration; and (6) OccupationalSafety and Health. Based on this paper's review of the controls and mechanisms currently in place for oversight of and intervention in the local operations of the California Community College Districts, there are significant protections in place for the students served and the citizens of the state.
