520 |a Objectives of this survey were (1) to trace the emergence and development of public libraries in Illinois, (2) to reveal problems in system development and suggest solutions, and (3) to serve as a basis for future studies. Information for the study came from publications of the library systems, conference proceedings, visits to seven systems, and interviews and correspondence with library and State Library personnel. Following a study of Illinois library service in 1962, eighteen library systems have been formed, and considerable progress has been made through major cooperative effort. Major problems still to be resolved include: (1) a need for continued planning and direction from a central agency, preferably the State Library, (2) inadequate financial support, (3) no standardized and meaningful form of reporting library activities and expenditures, (4) an unclear hierarchy of service, from local libraries to the Research and Reference Centers, and (5) a need to establish evaluation criteria. Appendixes include brief profiles of each library system and data on population served and per capita expenditures. (JB)
