Summary:The following matters are encompassed in this study: (1) the state library--its internal activities, its relationships to the library structure of the state, and a projection of its future role and services in relation to its responsibilities statewide; (2) regional systems of cooperating libraries--a review and evaluation of current programs with recommendations for developing public services, personnel, roles and functions of systems; (3) guidelines for developing cooperative relationships with other types of libraries; (4) a review of the Kansas Information Circuit and other aspects of cooperative actions between and among libraries; (5) a review of existing library legislation with recommendations for revised or new legislation; (6) the financing of public library services throughout the state and (7) the role of other types of libraries--school, academic and special within an overall structure of interlibrary cooperation. These are discussed under the following headings: (1) Rationale for Improved Library Services for all Kansans; (2) Background: Previous Surveys and Studies of Kansas Libraries; (3) The Kansas State Library; (4) The Public Library Structure--Regional Systems and (5) Recommendations Toward a Statewide Library Structure.
