520 |a This report presents the methodology and some of the results from part of an on-going Rand Corporation study of change agent programs sponsored by the U.S. Office of Education. It concentrates on staff development as a vehicle for change in schools. After a brief introduction, the methodology of the study is presented. The third section examines the initiation of various projects. Section four concerns implementation and is divided into (a) project characteristics, and (b) organizational and personal characteristics. Section five deals with the impact and effect of the school on the project. The sixth section discusses the evidence of short-term behavioral change which could be attributed to the projects. The last two sections discuss the longer term outcomes which these projects may have--section seven focuses on what characteristics of the project were likely to be continued after the end of federal support, and section eight concentrates on whether the project was disseminated to other schools or districts.
