520 | |a This report details a field study to evaluate the efforts of Pakistan's Primary Education Development Program (PED) to improve the access, equity, and quality of primary education in Pakistan, especially for rural girls. A 3-week visit was conducted in 1997 by a team from the United States Agency for International Development (USAID) Center for Development Information and Evaluation. Following a presentation of background on the project initiation, the report discusses strategies used to build and strengthen the primary educational system by strengthening public primary schools and building private education institutions; examines the strategies used to increase access to primary education such as opening more schools for girls and increasing the number of female teachers in rural areas; and discusses the issue of improving the quality of girls' education and of teacher education. Findings noted in the report indicate that the program resulted in more than 2,100 new girls' schools in the Balochistan and North-West Frontier Province, a 70 percent increase from 1989 through 1994. There was a substantial increase in girls' access to primary schools, with 348,000 girls enrolled in grades 1-5 in 1989 and 761,300 in 1996. Strategies identified as especially effective in achieving such rapid gains were: (1) communicating one clear goal--enrolling girls in primary school-- through policy changes and program activities; (2) opening more schools for girls; and (3) recruiting and training more female teachers for rural schools. The report concludes with a discussion of the USAID's leadership role and a presentation of lessons learned from this evaluation. (KB) | ||
